As the title says. I am still learning, I'm quite new to programming but I am very eager to get better and I'll work for free or for a very low salary. I study programming (C#) in school and JavaScript and C++ on my free time (started with C++ but went on to continue with JS).

I also want to add that if I feel you're not serious with your project or if I think that I'm not good enough to contribute to your project I will decline your offer.
